The meeting was called to order at 9:00 a.m.
 
Jorge Hernandez gave the Director’s report.
 
In 2008, Centro de Ayuda provided 731.5 hours of interpreting to Spanish speaking patients at the Samaritan Pacific Communities Group. They used motivational interview techniques to help clients to fight addictions and poor health habits. As a result, 50 people received health coaching to modify behavior regarding health problems for a total of 25 hrs. in 2008.
 
In 2007 there was an increase in reports of sexually transmitted diseases (STDs). The staff of Centro de Ayuda and our volunteers attended two trainings to learn about preventing STDs and HIV. As a result, they provided culturally sensitive, one-on-one information about STDs and HIV to 147 Spanish speaking patients at different locations (Centro de Ayuda office, Hospital, private physicians, etc). There has been an increase in the number of people getting tested for Hepatitis C and HIV.
The staff of Centro de Ayuda also provided interpreting services to the Oregon Judicial Department and other entities. The following are the figures for 2008.

The meeting was called to order at 10:40 a.m.
 
A slate of officers was presented; President – Barbara Dougherty, Vice President – Ana Maria Esparza Smith, Treasurer – Judy Fontanini, and Secretary – Sheryl Eldridge. The slate of officers was accepted.
 
Judy asked if there was a limit to how many terms an officer could serve; Barbara said she would check the bylaws.
 
Judy distributed copies of the financial report. Payroll taxes will be paid quarterly.
 
The county will have same amount for nonprofits as last year. The Board can go before the Commissioners to tell them what Centro de Ayuda does. They meet every Wednesday.
 
Jorge submitted a proposal for Trust Management in Waldport. He applied for $5,000 for operations, and will hear in May. The hospital invited them to submit a grant, up to a maximum of $5,000.
 
The director’s report was heard in the annual report.
 
The Folk Dancers went to Lincoln City on Inauguration Day, and to Yaquina View Elementary School. On April 30th they will perform at Newport Middle School for dia del niño. They were invited to perform at Eddyville Charter School. Only the adults will go because it will be during school. They will hold a workshop at Sam Case Elementary School on May 1.
 
They are not sure if they can use the Fairgrounds for a Cinco de Mayo program. Another option will be the National Guard Armory. They will plan to have the program on May 9th, from 6:30 to 2:00 a.m., and expect over 300 people to attend.
 
A new law affects the purchase of costumes; there is a 2% surcharge on purchase between countries. Also the cost of costumes from Mexico has increased 30-40%, but they are still less than those purchased in the United States.
 
Ana Maria asked about a credit card. She could use her own credit card and get reimbursed. Judy said there is an annual fee to get a credit card. A motion was made to get a crdit card for $25, to order laptops and costumes.
 
The community report will be sent by email.
 
Jorge gave a report on the new website. He had a meeting with Terra Firma, a company willing to act as a consultant. They can set up the website with a host company for $75 per hour. Jorge has been designing the website using Drupal, a multinational content management system. Funding for the website comes from a grant from the tribe to purchase a computer, build the website, and publicize the website. Jorge asked what limit should be set on working with the consultants. It was decided that 3 or 4 hours is acceptable.
 
Barbara reported that The League of Women Voters are talking about the 2010 Census. There is a need to collect information on the Spanish speaking population. People may need to be educated to remove the fear of answering the questions.
 
She also announced that the Homeless Coalition would be meeting on April 14, and they want to hear the issues of Spanish speaking students who are homeless. She will give an agenda to Jorge.
